Identify the Connecticut resource
Connecticut’s Commission on Human Rights and Opportunities, or CHRO, publishes a current fair housing notice. It is a starting point for information about housing discrimination and the state complaint process. A CHRO inquiry and an ESA evaluation serve different purposes and require different records.
Use the 2026 housing guide to understand the federal background before treating a national provider’s advertisement as an answer about Connecticut law.
Describe the actual accommodation
A tenant may need an exception to an animal restriction; another may need a response to a charge or a request for further documentation. Name the specific issue rather than sending a letter with no explanation. Include the property address and identify the intended recipient.
If a management company runs several buildings, verify that your submission reaches the person responsible for your building. Save the portal confirmation or email receipt. A leasing conversation without a record may be difficult to reconstruct later.
Prepare for either kind of review
For the clinical visit, bring personal observations about the animal’s support role and ask about licensure in your appointment location. For a housing inquiry, keep the lease rule, your request, the reply, and a short dated timeline. These are related files, but they do not need to contain identical medical detail.
Ask CHRO or an adviser about the applicable process promptly if you believe a refusal is discriminatory. Do not assume informal discussions pause a deadline. If the issue is a factual error on a letter, ask the issuer to correct it before purchasing a second document.
