Identify whether a city program is involved
Houston Housing and Community Development publishes a complaints process that asks for the relevant division or program and an account of the events. That channel should not be advertised as the decision-maker for every private landlord in the metropolitan area.
Record the property and program, if any, before choosing where to seek assistance.
Prepare a property-specific accommodation
Identify the animal rule or charge you want reviewed and submit a clear request through the property’s accommodation process. Include appropriate support and keep proof of delivery. For a program-related issue, retain the program correspondence as well as management’s reply.

Ask the evaluator about the actual service
Confirm the individual clinician, authorization for your appointment location, and whether housing forms or verification are included. Describe your own circumstances and the animal’s role honestly.
If a dispute develops, distinguish missing clinical information from a program complaint or legal refusal. Bring the relevant records to the appropriate professional.
