The Pennsylvania Human Relations Commission discussed emotional support animals in a December 2025 public-input announcement, emphasizing their housing context. A request for public input is not the same as a final rule, and an announcement before May 2026 does not resolve later federal enforcement developments.

Prepare a request for the actual residence
Identify the landlord, association, or campus office that controls the relevant animal rule. Explain the adjustment you seek and retain the policy in your records. A privately operated apartment marketed to students may use a different process from a university residence hall.
Bring that request to the clinician, along with observations about the animal’s support role. Ask about authorization for your appointment location and the practice’s approach to documentation and follow-up.
Distinguish documentation from dispute resolution
If a letter is issued, review names and dates and ask the issuer to correct mistakes. Send appropriate supporting material with the request and save the delivery record. When the property responds, separate questions about the letter from questions about animal conduct or housing coverage.
For a disputed refusal, preserve the exact reason and seek advice promptly. PHRC information can help identify the state channel, but neither an agency article nor a provider’s refund promise decides the result of an individual Pennsylvania accommodation dispute.
