California has two questions to keep separate

The emotional support dog documentation rule
California Health and Safety Code §122318 addresses documentation of an individual’s need for an emotional support dog. It includes an active professional license, specified licensing information, an appropriate clinical evaluation, and a client-provider relationship established at least 30 days before documentation, subject to the statute’s exception for verified homelessness.
The statute is specifically worded around emotional support dogs. It should not be automatically rewritten as a universal waiting-period rule for all animals. Ask the provider to explain the applicable requirement and any exception in your case. Source: California HSC §122318.
State housing protections remain relevant
In its July 20, 2026 announcement, California’s Civil Rights Department reaffirmed state protections concerning emotional support animals after the federal guidance reversal. Its legal alert explains that California housing rules continue to address reasonable accommodations for assistance animals, including emotional support animals.

Prepare for a California evaluation
Tell the clinician where you are located, what animal is involved, whether you already have a professional relationship, and when any housing response is due. Ask how the appointment will work and when documentation could be issued if clinically appropriate.
If you live in Los Angeles, San Diego, Sacramento, or elsewhere in California, the city name alone does not identify the right professional. Verify licensing and scope, then ask about any additional local housing considerations with a qualified adviser.
Registration and next steps
An emotional support animal registration package should not be confused with clinical documentation. If you already have a certificate or ID card, explain what it is rather than assuming it satisfies a housing request.
